“Equality of educational opportunities in the Russian Federation” in the World Bank report

The report was prepared by a group of specialists led by Tigran Shmis, curator of education at the World Bank, and Andrash Horvai, a representative of the World Bank in Russia. The leading Russian experts participated in the report as external experts.

The report presents the results of the analysis of inequality in education in Russia at the levels of preschool, primary, secondary, secondary vocational education. The report attempts to answer the following questions: what is the scale of inequality in education in Russia, and what are its sources; what practices could potentially solve the problem of inequality in Russian schools; What are the potential economic benefits for the Russian Federation related to addressing issues of inequality in education?
